Lightly spray a baking dish (9x13 size).
Place a tortilla on work surface. Spoon pie filling down middle of tortilla. Sprinkle with cinnamon.
Roll up tortilla and place seam side down in prepared baking dish.
In a medium skillet on high heat, melt butter and then add water and both sugars. After it comes to a boil, reduce heat and simmer for 3 minutes while stirring continuously. Turn off heat.
Pour mixture over enchiladas. Let sit for 30 minutes.
Place in 350 degree oven and bake for 20 -25 minutes until tortillas are golden brown.
Remove from oven and allow to rest for 5 minutes. Sprinkle cinnamon over top of enchiladas. Enjoy.
