In a large pot bring water & chicken broth to a boil. Add uncooked pasta and cook until pasta is tender. (Use time directions on back of pasta package.) DO NOT DRAIN PASTA. Turn off burner and allow to rest.
In the meantime, in a large deep skillet over medium high heat, melt 2 TBS butter. Add in sliced sausage, and chopped onions and bell peppers. Saute until sausage is browned on both sides, and onions & bell peppers are softened and lightly browned.
Stir in minced garlic & salt, black pepper, garlic powder, onion powder, and paprika for 1 minute.
Stir in 1 cup chicken broth/water liquid from cooked pasta. Bring to a simmer. add in boursin cheese and stir until melted.
Add in parmesan cheese and the cooked pasta, draining remaining broth before adding pasta. Stir to combine and allow to rest for 5 minutes.
