Preheat oven to 350 degrees. Spray a 13x9 baking dish with a cooking spray.
In a large bowl, mix the package of cake mix, 1 cup of evaporated milk, oil & eggs using an electric hand mixer for 2 minutes on a low setting. (Do not follow the directions on back of cake mix box. Follow these instructions.)
Pour batter into prepared baking dish and bake for 25-30 minutes until golden brown and a toothpick can be inserted into center of cake and come out clean.
Let cool completely.
In a large measuring cup, mix the remaining evaporated milk, sweetened condensed milk, milk, and heavy cream with a whisk..
Take a skewer, chop stick or use fork tines, to poke plenty of holes all over the cake.
Pour the milk mixture slowly over the holes of the cake.
Place cool whip (thawed) in a medium bowl and mix in a splash of vanilla.
Spread onto cake.
Decorate cake with strawberries.
