Preheat oven to 350 degrees. Line baking sheets with parchment paper.
In a large mixing bowl, using an electric mixer or stand mixer, mix together dry brownie mix, eggs, flour, butter and water.
Once mixed, add chocolate and stir with wooden spoon.
Using 1 inch cookie scoop place dough balls onto baking sheet.
Smash flat about 1/4 inch using a piece of parchment paper and bottom of a glass.
Take caramel in package and squish for about 10 seconds. Cut tip off of package and squeeze dollops of the caramel on top of each cookie disk.
Bake for 8-10 minutes until cookie develops a fine thin skin on top and has cracks.
Cool for 1 minute on pan and remove to a wire rack to cool completely.
