Preheat oven to 350 degrees. Spray a 9 x 13 baking dish with non-stick cooking spray.
In a deep skillet over medium high heat break up and brown ground beef with peppers and onions. Drain excess grease out.
Season cooked beef, peppers, and onions with salt, pepper, garlic powder, and onion powder.
Stir in milk and cheese whiz/velveeta until melted and combined.
Turn off burner and stir in 1/2 (8oz) provolone cheese until melted.
Cut the 8 biscuits into 8 pieces each and spread along the prepared baking dish in a single layer.
Pour ground beef cheese mixture all over the biscuit pieces in prepared baking dish.
Top with remaining 8 oz of shredded provolone cheese.
Bake in preheated oven for 30-35 minutes until biscuits are golden brown and cooked through. Should reach an internal temperature in the center of the biscuit of 165 degrees.
Sprinkle with dried parsley and enjoy.
