Preheat oven to 350 degrees.
In a large skillet heat oil over medium high heat. Add in diced onion and cook until softened. Add in ground beef, break it up, and brown until no longer pink.
Drain excess grease out of skillet. Stir in garlic for 1 minute. Stir in pasta sauce, water, sugar, Italian seasoning, garlic powder, and onion powder. Simmer for a few minutes, turn off heat.
Put a large spoonful of sauce into bottom of an 8 x 11 baking dish and spread evenly. Place 12 frozen ravioli into bottom of baking dish on top of the sauce evenly on one row.
Pour 1/2 of the meat mixture on top of the ravioli to cover evenly. Sprinkle 1/2 of the mozzarella cheese on top of the meat mixture in baking dish evenly.
Place another 12 ravioli on top of the cheese evenly in a single layer. Spoon rest of meat mixture on top of ravioli. Sprinkle rest of mozzarella cheese on top of meat mixture.
Cover with foil. Place in preheated oven for 35-40 minutes. Remove foil and finish baking for 15-20 minutes until cheese is golden brown and mixture is bubbling.
Sprinkle with dried or fresh parsley. Enjoy.
