Cook pasta in salted boiling water per instructions on back of package. Drain, rinse under water until cool. Pat pasta dry and place in a large bowl.
While pasta is cooking prepare cabbage, carrot, bell pepper, green onion, parsley, corn, and cheese. Add to drained cool pasta in bowl. Mix together.
In a medium bowl mix together mayonnaise, sour cream, relish, sugar, salt, black pepper, onion powder, and garlic powder. (Taste for any additional seasoning or flavor.)
Pour dressing over salad ingredients in large bowl and mix well to combine.
Enjoy right away or cover and refrigerate to chill. You can half this recipe.
