Preheat oven to 425 degrees.
Mix together 3 TBS sugar, & 1 tsp cinnamon for later use.
In large bowl, combine peaches, white sugar, brown sugar, cinnamon, lemon juice, and cornstarch.
Mix to coat evenly. Pour into a 2 quart baking dish. Bake 10 minutes.
Meanwhile, in a large bowl, combine flour, sugars, baking powder & salt.
Blend in butter with pastry blender or using your finger tips. Looking for a course blend. Stir in water until combined.
Remove peaches from oven. Place spoonfuls of topping over peaches.
Sprinkle sugar and cinnamon mixture over mixture.
Bake for 30 minutes until golden brown in color.
Serve with ice cream & enjoy.
