In a skillet, on medium high heat 1 TBS olive oil. Add 1/2 onion & 1/2 jalapeno and lightly soften. Add ground chorizo and cook until browned. Stir in 1/2 tsp cumin and 1/4 tsp salt to taste. Set aside.
In medium sauce pan, on medium high heat on 1 TBS olive oil. add 1/2 onion & 1/2 jalapeno and lightly soften. Sprinkle flour over onion and pepper and cook for 1 minute. Add heavy cream and stir well.
Add cheeses, cumin, and salt. Stir slowly until all cheeses are creamy and smooth.
Pour queso into serving dish, and top with chorizo. Add tomatoes, cilantro, green onions.
Serve with chips and enjoy.
