Preheat oven to 350 degrees. Grease a 9 x 13 baking dish with non-stick cooking spray.
In medium skillet over medium high heat, break up and brown breakfast sausage. Add in diced peppers and onions and cook until softened.
In a large mixing bowl whisk together eggs, milk, salt, black pepper, garlic powder, onion powder, and paprika.
Stir in thawed thawed hash browns, cheese, cooked sausage, peppers, and onions. Pour mixture into prepared baking dish. Bake for 1 hour in preheated oven until mixture is set in the middle.
Cool for 15 minutes to help set up. Sprinkle dried parsley on top. Cut into squares and enjoy.
