Preheat oven to 350 degrees.
In a large bowl cream together butter, sugar and salt until well mixed using an electric mixer or hand mixer.
Mix in egg yolks and vanilla.
Add flour and mix until it forms crumbs. Add milk. If you desire a thinner batter for piping add more milk. (If you do not plan to pipe cookie batter and only want to place batter on sheet pans, only add the 2 TBS milk.
Pipe dough into rounds onto ungreased baking sheets. (I used parchment paper).
Bake one sheet at a time in preheated oven until golden brown about 12-16 min.
Let cool on baking sheet for 5 minutes then transfer to a wire rack to completely cool.
Melt chocolate chips to a smooth consistency. Dip cookies about 1/2 way and lay back on wire rack. Sprinkle sprinkles if you like. Let set.
