In a large skillet over medium high heat add butter and allow to sizzle. Place onions and green bell peppers in, season with salt & pepper. Cook until softened.
Add in ground beef and cook until browned. Add in garlic and cook 1 additional minute.
Mix in cream of soup, green beans and corn. Turn off burner.
Preheat oven to 375 degrees and spray a casserole dish with non-stick cooking spray.
Pour ground beef mixture into casserole dish evenly. Sprinkle the cheese over the top of mixture. Layer tater tots on top of cheese completely covering the top.
Bake uncovered for 35-40 minutes until tater tots are crispy and casserole is heated through.
