Preheat oven to 350 degrees. Spray a 9 x 13 casserole dish with non-stick cooking spray.
Lay chicken in prepared casserole dish in an even layer.
In a large bowl whisk together cream of soups, onion soup mix, water, rice, black pepper, garlic powder, onion powder, and paprika until well combined.
Pour mixture over chicken to cover and spread evenly.
Cover tightly with foil.
Bake in preheated oven for 1 1/2 hours.
Remove foil and check for doneness of chicken and rice.
Sprinkle with shredded cheese. Place back in oven for 5 minutes or so to melt cheese. Sprinkle with parsley.
