Make cupcakes per the instructions on back of cake mix box and allow to cool.
Poke many holes in cupcakes using a fork or a skewer. Place cupcakes on a foil lined baking pan.
Make jell-o per instructions on jell-o box. Using a large spoon carefully pour jell-o into holes of cupcakes. I press down on top of cupcake to fill holes. Allow to set up in your refrigerator for 30 minutes to an hour.
Make the frosting by combining the container of frosting and container of cool whip together. I used an electric hand mixer.
You can pipe frosting onto cupcakes with a piping bag and large tip, or use a ziploc bag and cut a hole in bottom to pipe. Or just spoon frosting on.
Wash strawberries and cut stem tops off. Make 4-5 slices long ways through strawberry without cutting through. (About 3/4 of the way through.) Fan the slices out and lay them on the cupcake. Enjoy.
