Preheat oven to 350 degrees. Grease and flour a 9x13 baking dish and set aside.
In a large bowl, using an electric hand mixer, combine dry cake mix, pie filling, vanilla extract, milk and eggs. Pour batter into prepared baking dish. Bake for 23-28 minutes until done. The cake should be firm on the top and pull away from the edges of baking dish. Check center of cake for doneness with a toothpick. Cool cake completely before starting the frosting.
Once cake is cool, place a medium pot onto a burner set on medium high heat. Add sugar, butter and milk. Bring to a boil. Stir continuously until butter melts. Then stir 2 more minutes. Turn off burner. Slowly stir in white chocolate morsels until smooth and all morsels have melted.
Pour hot mixture over cooled cake immediately and spread evenly. Let set up for 10-20 minutes. Pour other can of strawberry pie filling over frosting to edges of cake. Enjoy.
