Preheat oven to 350 degrees. Spray a 9 x 13 baking dish with non-stick cooking spray.
Cook egg noodles per package directions for Al Dente. Drain and set aside.
In a large skillet saute chopped onion with 1 TBS cooking oil until softened.
Add ground beef to skillet, break up the meat and cook until no longer pink. Drain excess grease.Add in seasonings (salt, pepper, garlic powder, onion powder, parsley).
Mix in pasta sauce and sugar. Turn off burner.
In a large bowl place cooked, drained pasta. Add in cream cheese, cottage cheese and 1/2 tsp black pepper. Stir well to combine.
Place 1/2 of the pasta mixture into bottom of prepared baking dish. Layer 1/2 of the meat mixture on top of pasta mixture and spread evenly. Sprinkle 1/2 of the shredded cheese over the meat mixture.
Place rest of pasta mixture over the shredded cheese evenly. Spread rest of meat mixture on top of the pasta mixture. Sprinkle rest of cheese over the meat mixture.
Bake uncovered for 30 minutes until heated through and cheese has melted.
