In a large skillet over medium high heat add 2 TBS toasted sesame oil or other cooking oil. Stir in bell peppers and cook until lightly charred and softened. Add in onion and cook until softened.
Add in ground beef and cook until no longer pink. Don't over "break up the meat". This will give it more of a steak texture for this dish.
Drain off any excess grease, if needed.
Stir in beef broth, black pepper, soy sauce, and ginger. Add in shredded cabbage a little at a time to start coating it with the sauce. Once all added and mixed together, place lid on skillet and cook for 5-8 minutes until cabbage has softened down to your liking.
Mix together corn starch and water. Pour mixture into the cabbage mix and stir to thicken sauce. Turn heat off.
Serve over white or other type of rice.
